I bet you explained it.  The snippet comes from QSYSDIR/QIWSSAMPLE; the sample web service program for the IWS wizard.  There is every probability that this is a translation from existing code.

I was thinking there was some hidden danger in the web service problem that was being solved with this solution, and I'd best be using this solution for web services code or I would be inadvertently summoning Great Demons.
