The internal search function is temporarily non-functional. The current search engine is no longer viable and we are researching alternatives.
As a stop gap measure, we are using Google's custom search engine service.

I'm no expert, but I believe that procedure operates using pointers... you would need to read the file from the IFS into a variable, call base64_encode, then write the resulting variable back out to the IFS.
As I recall the CCSID can be tricky... I think I had to translate to UTF-8
