Message queues are associated with the program name and the module name if
you are talking an OPM type of program but if you are talking an ILE type
program(Service or Regular), ie you are using procedures, the message queue
is program name(Or service program), module and procedure name! You are
most likely just sending the program and module.

The procedure name must be the name of the procedure that contains the
ExFmt as you are sending the message to the message queue associated the
program, module and procedure.

Is it the procedure that contains the ExFmt? Or the procedure that opens the file? (I haven't got a working example of a subfile message queue, so I can't test it.)
