I don't know if this is an issue, but when we upgraded to 7.1, the
installer accidentally missed upgrading the RPG compiler. Since we are
slowly sunsetting our system (thus my lack of interaction here anymore) we
figured it'd be okay at the time. I know it compiled in 6.1 just fine. Here
is one of the snippets. I think we only don't have one PTF pack installed.

fixed format RPG. The compiler team had a trick that even allowed fixed
format C-Specs in Full-Free RPG.
If you are on the current PTF level the source code that is included by the
