Try Changing your likerec to *output instead of *all.
LikeRec automatically creates the data structure as Qualified, whereas
ExtName does not. in case you need it then specify the Qualified keyword.

the data structure isn’t qualified, so why does it compile?
Why does the first not compile and why does the second compile with no
error?

d SD e ds extname ( MyDspF : DSPF_Record
)
exec sql
declare c1 cursor for
select *from myTable where : SD.MyField <> '';
