Count does not return nulls. If there is nothing to count it returns zero.

Also, I would recommend using a Coalesce (to avoid nulls):
Select Coalesce (count(*), 0) into...

In my effort to streamline my question, I left out the JOIN and the
WHERE clause. So, for completeness (now), the select is:
Exec SQL select * from File1, File2 where key1 = key2 and SUID1
like '%N1%';

I don't see how I can work those in with the suggestions given.
