I can't find either of those in the 7.3 reference.
I ran your code one million times on my 7.3 machine and didn't have an
issue.
My job log does indeed show SQ16402 JSON data is not valid.
When I modify the code to look at SQLSTATE, I see 0169F after the two
runs with JSON data that isn't valid.
I'm sorry for the earlier, wrong answer.
