Read IFS

I am trying to read the Apache's log file, but in open I get a error
message:  Cod.:3490, dijo: Error de conversión. 

The log has a char code 1208 .  files with code 819 opens and reads
without problem.

Here is the part of my program where I get the error:

  /copy libhttp/qrpglesrc,IFSIO_H            
  flags = O_RDONLY + O_TEXTDATA;    
  fd = open(                        
  '//WWW/wseguro/logs/access_log.Q117122300'       
  : flags);                         
  dsply fd;                         
                                    
If I leave out the O_TEXTDATA flag it reads, but it does not convert to
ebcdic.  I tried the third parameter whit 1208, no success.

Any ideas?
