If you don't want to mess with the APIs to just create a stream file, maybe
you could use CPYTOSTMF from an empty PF to the new stream file and set the
CCSID that way.

Just a thought..

If you need the IFS file in ASCII, you need to create it first (for example

No-go on the CLOB and CCSID. Changing to the following definition does
create a better formatted output when viewed in WRKLNK, but its still
EBSCDIC CCSID(37).

dcl-s FromBLOB SQLTYPE(CLOB_File);
dcl-s ToBLOB SQLTYPE(CLOB_File) CCSID(819);

If it's character data...why a binary large object (BLOB) instead of a
character large object? (CLOB)..

I'd expect the CLOB() function with the optional 3rd parm of CCSID would be
able to convert from ebcdic to ASCII...

Alternatively, if the output IFS file exists and is tagged as ASCII, the
system might convert automatically.

I'm playing around with generating a text based IFS file as shown

EBCDIC (sp?). Does anyone know a way to control the conversion
differently?
