Simple answer - No - probably not.

More complicated answer. It depends on how your liblist is set up, where you have placed the YAJL service program, what binding directory etc. you have used etc. etc. In other words it is all standard ILE program building stuff.
Assume for example that you have a binding directory which contains and entry for YAJL. Then all you need if an H-spec or Ctl-Opt with a BNDDIR entry for that binding directory and then a standard PDM 14 option will do it all for you.
