Or,

Call a DOS batch program that receives as parameter an id identifying the
URL.
The batch program starts iexplore (or something) with the correct URL.
Of course, this works only if you have a limited list of URL's (not any
URL).
I once solved this issue by generating the batch program on IFS, then start
a standard DOS batch program which uses FTP client to download the batch
program and execute it. A rather complex solution but it works (and you
could execute any sequence of batch commands with it).

Paul,

you are right - a small CGI-program that either serves the file or
redirects
is a good way to do it.

It doesn't help you directly, but we created a webservice in our external
website that took an ID number which then used that number to lookup in a
file the correct URL. The file could handle URLs of the standard size and
so we managed to workaround the 123 character limit. Alternatively, you
could use one of the URL shortener services on the web, such as bit.ly
or
goo.gl - I believe it is possible to use a webservice to automatically
create a short URL from a long one..

I hope that (at least) gives you an idea or two to work with.
