If you're running V6R1 or V7R1, then you need to install PTFs to get the QOAR library.

V6R1: SI45910 and SI45908
V7R1: SI45909 and SI45907

It's my understanding that if you're running V7R2 or newer, it should be installed along with RPG. I have not yet had occasion to try this myself, as I'm not the one who does our installs where I work -- but, I'm sure someone will correct me if I'm wrong ;-)

None of this is billable... Open Access is part of RPG since 2012, it is not a billable product.
