I just realized that the PDF I linked earlier is, indeed, an updated
version of the v7r1 reference, but it does not reference the **FREE
directive and states that "A free-form statement is coded in columns 8-80.
Columns 6-7 must be blank."

In addition, I'm *really* glad you created this post, because I had no idea
that **FREE was available on v7r1. I mistakenly thought it was only
available for v7r2 and higher. I wrote a small 5-line test program to
verify it.

For reasons unknown, this updated v7r1 reference is in the v7r2 section.
In the PDF, look for "What's New since 7.1?"

I don't know whether the online version has the updated reference. I use
PDFs exclusively, unless the IBM material is only available online, in
which case it often becomes a search exercise in utter futility.
