For reasons unknown, this updated v7r1 reference is in the v7r2 section.
In the PDF, look for "What's New since 7.1?"

My guess is that they have been shifting away from clear-cut X.Y
versioning, coinciding (at least roughly) with the whole TR thing.
Your installation of 7.1 might have features that my installation of
7.1 doesn't, and someone else might have a 7.1 with features that
neither you nor I have. I don't think it's clear what is the most
sensible way to handle documentation in this situation.

Anyway, the "look in the docs for 7.2" has been mentioned by Barbara here:

<https://www.ibm.com/developerworks/community/wikis/home?lang=en#!/wiki/We13116a562db_467e_bcd4_882013aec57a/page/Fully%20free-form%20RPG%20-%20new%20in%207.1%20and%207.2>

Specifically, quoted from the above link:

"The 7.2 Knowledge Center has been updated with information about this
enhancement. Start at the "What's new since 7.2" page in the ILE RPG
reference http://www-01.ibm.com/support/knowledgecenter/ssw_ibm_i_72/rzasd/rpgrelv7r2post.htm.
The 7.1 Knowledge Center has not been updated, so if you are on 7.1,
please refer to the 7.2 Knowledge Center."
