This is the statement where parameter mismatch 2nd and 3rd parameter was provided by compiler with zoned fields.
#RecalcSalary = SalaryCalc(eGrade:eLevel:eExp);

Exactly as it is supposed to work.
The fields used in the calculations come from the database.
They are packed.
The fields used in the sub-procedure are zoned.
That is a mismatch.

If SalaryCalc() only references these variables, you could specify CONST
or VALUE on the definition. Then the compiler would do an internal CAST
during the calculations.
