Right, "old OS" wasn't the right way to phrase the question. This code compiles for you on other 7.2 systems.

I'm not sure what you mean by "the old OS". This is a brand new installation for a new location. But we chose V7R2 so it would match our other 16 systems.
Yes, it's the same CCSID as our other systems. I did do some testing, using 37 instead of 65535, and I got the same errors.
