Probably want it be on the IFS. I doubt if your partner will want an EBCDIC
file, and sFTP doesn't do a code conversion like FTP (AFAIK anyway). If
you're ahead of the game and storing data as UTF-8 (like CCSID 1208), you
could probably specify the from file as /QSYS.LIB/<library>.LIB/<file>.FILE.
