I realize that I misspoke when describing the situation. Let me fix it and elaborate.

I have an Apache server running CGI webservices. The CGI programs are wrappers for service programs that exist in app-specific libraries.
WEBLIB ==> APP1LIB
WEBLIB ==> APP2LIB
WEBLIBT ==> APP1LIBT
WEBLIBT ==> APP2LIBT

As of now, the *LIBL doesn't contain any of the app libraries.
