THis is what I would do in full-on debugging mode:
1. Stop the program before executing the last 2 sql statements.
2. STRSQL
3. Execute: Delete from MMNYOVRP
4. Execute: SELECT count(*)
FROM ahpovrp
WHERE ROEFDT = (put in you year value here)
5. Write down the number
6. Execute: INSERT INTO MMNYOVRP
(SELECT * FROM ahpovrp
WHERE ROEFDT = (put in you year value here)
ORDER BY rocomp, rostcd, roplan, robenp)
7. If the number of inserted records does not match the count you wrote down in step #5 - call IBM.

Assuming cut down, what happens between the count and the insert?
What process and when are the records added to ahpovrp?
