The QtmmSendMail API expects the e-mail address to be in CCSID 500:
http://www.ibm.com/support/knowledgecenter/sl/ssw_i5_54/rzair/rzairsendmime.htm
You can use the QTQCVRT API or iconv APIs to perform the conversion from your job's CCSID to CCSID 500. Let me know if you want an RPG example using the QTQCVRT API.

When i use QtmmSendMail API , in the place of the symbol @ (at), i must use § (paragraph) otherwise it doesn't work.. now from the moment that in the my master customer I have saved mail address with @, anyone know how and if it is possible workaround this problem so that QtmmSendMail works fine with the character @?
