I think, if anyone did use this "technique" with %xlate, they should certainly include ample comments in the source code, immediately preceding this usage, explaining what is going on. Otherwise you risk creating a "pitfall" for future unwary maintenance programmers who might come along later and need to modify that code. (I suspect this is what Jon was alluding to, with his "never in a million years" remark.)

Yes, and it works. It is also not a perversion of the original
design of %xlate. Rather, it is looking at %xlate from a different angle.
The only difference is that the input string is actually the template of
the output format you desire. Then, the input format provides just the
character content of the template format. Finally, the replacement
characters are the data that you wish to insert into the template. Voila!
