Depends on how critical the difference in meaning is between the two
types of quotes. In some contexts, it's significant enough that you
really have to get it right, and you have to preserve every character
as-is.
But in the vast majority of cases, I believe "smart" quotes can be
safely replaced by straight quotes. For these cases, I would just do a
global search-and-replace in the raw data as a preprocessing step.
(Using sed may well be the simplest way to accomplish this.)
