Is there a way, with SQL, to retrieve a message file message?

Yes. The Retrieve Message (QMHRTVM) API can do that for the SQL if registered\declared as a PROCEDURE. Yet doing that, is probably far from ideal because the APIs deal in non-described data whereas the SQL is ill-equipped to cast [to map directly] from un-described to typed scalar data. If the needs\requirements are more fully articulated, i.e. what is the intent and how\why\when would such a request be made, a more worthwhile response could probably be expected.
