Yes, if they were so inclined an alternative file transfer method could certainly be set up. This is mainly a philosophical change on their part. They insist that every call be completely self-contained.

I was hoping I could pass some kind of LOB but RPGLE doesn't seem to like that.

I'm already handling ZIP files, so that's not a problem. I extract it, process the contents and then delete it.
