I didn't follow your process too closely; are you saying that you
start with native EBCDIC data on your i, and your program (which has
been in use successfully for years) converts it to ASCII while writing
a stream file? Yes

And then are you saying that this program somehow translated the
EBCDIC x'7D' to ASCII x'1A'? Yes (although the thought of that
happening is mind blowing)

Also, did you say that in the *same batch*, sometimes the EBCDIC x'7D'
is correctly translated to ASCII x'27'? Yes - except they were "all"
correct except once, and I would say there are at least 10 or more of the
correct translations every day.
I've spent hours reviewing many files previously sent - I don't believe in
"random" issues - there must be a cause.

Hex 1A is the "substitute character", normally used to indicate that a
character is invalid or cannot be displayed:
