I agree with John, here.
I use FTP from the PC (DOS FTP client) for backups and it waits until the
program is done to complete.
Well, unless the program runs for a really long time. For some reason it
will drop the connection while a program is running (this isn't a timeout
setting on the FTP server on the i, it seems like a timeout setting on the
DOS FTP client).

The one that comes with Windows? Are you sure that PGMLIB/PROGRAM
isn't just submitting something and then ending?
