If you compile with TGTRLS(V5R4M0) does the issue go away? That would confirm that it is something that has changed in the release. I scanned the What's New section in the RPGLE manual for 6.1 and 7.1 and didn't see anything obvious.

This program was last compiled over four years ago--and ALWNULL(*USRCTL) was added over ten years ago. It is working fine in production as last compiled. Something must have changed between V5R4 and 7.1.
