Your regex_t data structure is actually quite a bit different than
what I was using. That prompted me to try harder to find other
examples, and indeed, I'm getting the distinct impression that the
sample code from Scott (from 2001, posted to this list) isn't quite
right anymore. Maybe it used to be right, for some earlier version
(V4R4? V5R1?), but in any case, it doesn't match what you have and
doesn't match what I've since found in other examples.

I haven't had the time to try out the newer definitions yet, but I'm
confident you've helped get me on the right track. Thank you.
