That looks like *HIVAL to me? Can you chain with *hival?

btw, the date field already knows what it is. (The actual data in the field is not "9991231"). In other words, the H-spec is not telling the program the date's format; it is telling the program how to present it.

btw2, 9999 is not in the range 1940 to 2039. So the error message for *mdy is correct.
