There is no capability of the SQL ALTER to change the name of the
Record Format [nor the name of columns\fields]. The RCDFMT clause is
available only on the CREATE statements. The SQL RENAME statement [or a
RNMOBJ or equivalent API] is the only option available to make the
format name different from the file name, after the file object was
created [without using the RcdFmt clause to ensure they were different].
