No, RPG IV does support recursion but only from V6R1 forward. Must use Main
keyword.

Depending on exactly what it is you are trying to do, you could, for
example, create a *SRVPGM with the procedure, and then call it from e.g.
a CLLE program via CALLPRC, and then it can call itself recursively.

Changing the PR by adding EXTPGM('MYPGM') prevents the compile with
RNF7545: The main procedure cannot be called from this module when it is
an external program call.
How do I work around this?
