You can sort of make (main) programs recursive if you specify *NEW for the activation group when you create them.

AFAIK, ILE RPG IV supports recursive procedures, but not recursive
(main) programs.

Depending on exactly what it is you are trying to do, you could, for example, create a *SRVPGM with the procedure, and then call it from e.g.
a CLLE program via CALLPRC, and then it can call itself recursively.
