Well, C can potentially be much harder to read than APL; one common
obfuscation strategy being abuse of preprocessor macros, which I doubt
APL has.
Most programming languages are sufficiently expressive that you can
make things really hard on the reader if you're determined.
APL and related languages are special in that the *clean and obvious*
way to implement something is hard to read for most people. And it
wasn't specifically designed to be difficult (like INTERCAL,
whitespace, brainf*ck, etc.)
