From the ILE RPG Language Reference:
Under the READE op code: " If a READE operation is successful, the file is positioned at the next record that satisfies the operation."

This means that when you issue the READPE you will get the record you just read by the READE not the prior record.

READE gets record 1, file positioned before record2, READE gets record 2, file positioned before record3, READPE gets record2, file positioned before record2, READPE gets record1, file positioned before record1,

This functionality is independent of whether you use a data structure on the read.

Is there any issues with using a data structure with a READPE?

I've run into a situation where on the readPE its not reading the first record.

IE: I loop through the file for a key, it finds the first record and then reads the second record, I then execute a READPE with the same key but the file pointer never moves back.
