You add new procedures to the end of your hard-coded signature's list of exported procedures. That's it. Placement within your source file for copybooks and placement within your module source is irrelevant.

As a followup, I can add additional procedures without screwing up the signature provided that I add them to the binder file, prototype file, procedure source at the bottom, and never change the order of the procedures.

am I correct in that understanding?

Not modules, procedures. Your modules should be exporting procedures.
You list in the binder only the procedures that you want seen on the
outside world.
