Obviously, performance has to be analyzed on a case by case basis. But
generally speaking, modular style programming is likely to have to access
record from file system that is likely to have already available in
monolithic style coding. So, I'm not sure I agree with you that the modular
style will beat the monolithic style in performance.

In real world you would have to measure the influence on runtime and
performance of using one or another method of calling other parts of code.
And comparing well modularized applications with the monolithic versions,
the modular style will beat the monolithic, regardless which kind of call
operaton one is using.
