"Diagnosis" in this case is to run some tests and take some measurements
and perform analysis of the measurement data to determine where the
"bottlenecks" are in the program, and then identify how to correct the
problem (the "prescription").

Do not "Rush to judgement."
Once you have determined what changes could improve performance, make
just one change at a time, and re-run your tests and measure again, to
observe any difference in performance. Do not make wholesale changes,
because you will not be able to tell which of the changes were actually
responsible for any performance improvement (or degradation).
