Try placing the CHAIN as the very first C specs (AFTER *INZSR is done) and
see if you get the same error. If not, more evidence that you are right
and it is acting differently...

Working on a testcase. If the problem is easily duplicated under
testcase conditions (definitely NOT guaranteed where weird runtime bugs
are concerned), I'll publish it right here, and look into opening a PMR
about it.
