SQLER3 also returns the row count I believe.

I have the following embedded code:

Exec SQL
Declare C1 cursor for
Select * from rates
Where opcode =:zcode;
Exec SQL open C1;

Now I know for a fact that there will not be a match right now meaning
that the value of zcode is not in the file.....so why does Sqlcod return
all zeros?
