Before looking at the details of the XML generation, I think it would be worthwhile to take this advice from an earlier post by Joe Pluta "Write code to just generate the messages without sending to MQ and see how long it takes. Compare that time to your total time; any additional time is overhead from MQ."

If the generation time is already very small compared to the MQ time, then there's not really much point in analyzing the generation code, at least with regard to improving the overall throughput.
