Something here doesn't look correct to me, and again I may be totally off base...

Does this have to do with calculating a payment due date?

Did you really intend to calculate the first day of the CURRENT month or the first day of the NEXT month if the day in your date field is greater than or equal 16?

It seems to me that it would be the latter - determining the date of the first day of the NEXT month.
