IBM does have several methods of doing this in RPGLE.
One is api CEERAN0, bit I'd prefer the next one:

I don't know if this prev mentioned, but random does not mean unique!. Just like the lottery, numbers can repeat - and you need your own logic to handle that.
In Insurance reporting to regulatory agencies, we sometime have to provide a random sample using a documented and approved method.
