I know you *can* specify INFSR(*PSSR), but what happens if you don't
specify the INFSR keyword at all - does the *PSSR get invoked automatically
(i.e. does the lack of the INFSR keyword imply INFSR(*PSSR))? I assume not,
and that if INFSR isn't specified, an implicit file open error will cause
system error handling to take place.

But basically, yes, if specified, the INFSR will get control if an implicit
file open error occurs. Not that you can do much at that point, except
handle the error 'gracefully'...
