What do you mean by "I downloaded and extracted PDFBox". What, exactly did you download and extract? What's the name of the file you placed there?

Is it possible that the file you extracted is corrupt? Or is the wrong file (doesn't contain the org.apache.pdfbox.pdmodel.PDDocument class)?

Also, although it doesn't seem to be related to your problem, I strongly recommend against putting code like this in /qibm/userdata/Java400/ext. (That's a bad practice that I made the mistake of recommending years ago, and deeply regret.)
