It will - but that wasn't what you did - you tried to replace a substring which by definition must already exist. The from/length values must be in range for the field in question. Until you have placed a value in the field (which you effectively did by using %Len) the %Subst can't work.

That's the way it works and since it is consistent with all other uses of %Subst that seems a realistic approach to me.
