I recognize that "HTTPAPIR4". We used it in a "Tax" application. Actually if I remember correctly we got the code examples for it from Scott K. ....GEOTEST something :-)... So I had to double check ours and they are *libl for *SRVPGMs....
Man can believe I can remember what I did in 2008/2009 or last week for that matter. :-)

Ok. I just simplified the program to JUST the display file reference,
and the most basic environment:
H DFTACTGRP(*NO) ACTGRP(*NEW)
FWTSETGGKEYCF E WORKSTN PREFIX(DF)
C SETON LR
C EXFMT KEYREC
and it no longer complains if the library is wrong.
So at least things aren't as insane as I'd thought.
Going back to the real program, I've got a SRVPGM bound to it using a
BNDDIR.
And it accesses two *DTAARAs.
The *BNDDIR has a single entry referencing only the *SRVPGM I'm using.
HELLO! What's this?
The *SRVPGM in question references HTTPAPIR4, and IT is a qualified
reference.
I think I found the problem.
