Apparently you CAN eval the results of a bif. As Chuck points out, this
works
EVAL %substr(dsstr 5 9)
or
EVAL %substr(dsstr 5 9):x
You just can't put a ds name in the debugger like you could in RPG
EVAL %substr(dsrv0100 5 9)
CPF7E59-String type error occurred.
Cause . . . . . : The identifier in position 26 of the input buffer is
not a string.
Recovery . . . : Correct the identifier and enter the expression again
or use the :C formatting option to display the variable as a character
string. In the ILE System Debugger this is done by entering: EVAL
variable : C
And the help doesn't help with a conversion trick. IOW you can't
EVAL %substr(dsrv0100:C 5 9)
CPF7E15-Syntax error occurred.
