Just as folks in the waterfall model believe it is the best most saving
grace, those in the agile camp believe the same thing. Really, there's
room for a little of both. Take the best from both and you have an
amazing way to produce code. No specs is horrible, total inundation down
to the last minute detail is as well.
I prefer a mix. My design consists of a Functional Specification that
outlines the expected functionality from the user's perspective. I lay
out stories and provide explanations of how the program would functionally
work in each. Then it gets looked over by the users and gets their
approval or revisions are made. Once a functional spec is in place the
programmer knows that the user expects and can code to that. As David
said, experienced programmers sitting in pairs is probably a waste of
time. Set up tests for complex or mission critical programs that are too
important to fail but to do that for every master file maint program would
be a bit much. As usual, I think the answer is somewhere in the middle.

That is exactly what I've been trying to communicate to my programmers, in
terms of the benefits of more up front analysis leading to higher quality
deliverables.
