iNav is not a chargeable feature...

The only components of IBM i Access for windows that require a license are:
5250 Display and Printer Emulation
Data Transfer (both the stand alone "Data Transfer To/From IBM i" and
the Excel plugins)

I don't think the data access components require anything...  They can be installed on their own.
