You may try to add the keyword EXTBININT(*YES) to the H-Specs, so the
integer fields are not converted into 9P 0.

Doing a search for "CVTOPT", "Option" (except compiler options), and
"Convert" didn't turn up anything in the source listing. There is no
default set for CRTBNDRPG either.
